In Vancouver, the "hard" area is called The Downtown Eastside, near Chinatown. There's a lot of drug abuse and the sidewalks are filled with people in various states of unhealth. It's harsh to think of them as children and hard to think of children as them. Basically, I think this song points out that a lack of unconditional love and care made these people as vulnerable as they are.
